Human Resources Canada's Self-employment Assistance Program may provide income support, coaching and technical assistance to help you start a business. This program is intended for those receiving or who have received employment insurance benefits in the past 36 months and requires a business plan showing potential for long term self employment.

I would recommend Human Resources Development Canada's Venturing Out module for a little more information. It's a good starting point and is easy to understand.
